Improvements for UX moderation section and banning

A request to add a ban button to this screen. Now we can only shadow-ban this user and have to perma-ban in a more difficult way. Perma-bans are more common than shadow bans. Another additional request: make the moderation panel more user-friendly. Now it isn't that user-friendly as it should be.
